Creates/modifies/deletes section list of a site.
Usage: <cmd> sitename [section1] [section2 ...]
If no sections are specified, then it lists section list of site.
If a section is not found in the list, the section is being added.
If the section is found in the list, the section is being removed.
If the list gets empty, it is removed.
