Usage: <cmd> [section] rlsname [ripper]
Description: at first it checks whether rlsname exists on each site, then sends pre commands. 
Default section is PRE.
Ripper is optional if DB_NICK is empty string in config file.
In pre command <ripper> will be set according what you type here,
and DB_NICK will be messaged after pre with a line like this:
addrelease MyRip-GRP ripper files filesize genre
